Each circular is broken down paragraph by paragraph and analysed under headings, so that the specific clarification relevant to a question can be located without reading the whole instrument. The court decisions that have considered the same point are placed with it — whether they have followed the department's view, read it narrowly, or held it contrary to the statute.
