Pension is the one branch of service law in which almost every question is answered by an order rather than by the rule itself. Preliminary and definitions; general conditions and the conditions subject to which pension is granted; qualifying service — what counts, what is forfeited, and the counting of past service, military service and service in an autonomous body; emoluments and average emoluments; the classes of pension — superannuation, retiring, invalid, compensation and compassionate allowance; retirement gratuity and death gratuity; family pension, including enhanced family pension, the entitlement of a widowed or divorced daughter and of a disabled child, and family pension to more than one claimant; dearness relief; the sanction, authorisation and payment of pension; and the withholding or withdrawal of pension under the disciplinary provisions.

The CCS (Pension) Rules were recast in 2021, replacing the 1972 Rules that a generation of establishment staff had learned by heart. The rule numbers changed, and so did the cross references in every order issued before that date. A current compilation that prints the 2021 rule with the orders already mapped to it removes the step that causes most of the errors — reading a 2018 office memorandum against a 2021 rule number.

The second practical reason is the arrangement. Orders on pension are issued piecemeal, over decades, by more than one authority; finding them on a portal means knowing the date or the number.
